Otis is the dim-witted blundering and ever-hungry right hand man to criminal mastermind Lex Luthor. He was used mostly for manual labor, but Luthor also enjoyed utilizing Otis as a sounding board for whenever he felt the need to begin bragging about his many achievements or his future agendas. Otis often worked alongside Luthor's paramour, Miss Eve Teschmacher. When Luthor began scheming to re-map the Western United States, Otis added his own influence into the idea by naming one of the towns Otisburg. Luthor quickly dismissed such a notion. When Lex Luthor was arrested by Superman, Otis was apprehended as well and went to prison with him. Amazingly, they were allowed to share the same cell together. Luthor staged his own prison break-out with Miss Teschmacher piloting a helicopter. Unfortunately, Otis was too clumsy to climb the rope ladder, so they had to leave him behind.
