A business owner is, well... someone who owns a business. Can't really say it any more plainly than that. This could range from a little girl who owns a lemonade stand to Peter Bailey and his meager little Bailey's Savings & Loan to corporate juggernauts such as Wayne Enterprises owned by Bruce Wayne.
